West Africa Strikes Deal to Fund Infrastructure Through Capital Markets

A major agreement has been signed between the Bourse Régionale des Valeurs Mobilières (BRVM) and pan-African investment platform Africa50 to unlock new sources of infrastructure financing across West Africa.

The deal, finalized on Tuesday, aims to facilitate the launch of project bonds that will support infrastructure development in the eight member states of the West African Economic and Monetary Union—Benin, Burkina Faso, Guinea-Bissau, Côte d’Ivoire, Mali, Niger, Senegal, and Togo.

The initiative will allow regional pension funds, institutional investors, and private capital providers to participate directly in funding infrastructure projects, creating new pathways for local investment in roads, energy, transport, and other critical sectors.

It also seeks to increase the bankability of projects in the region and broaden access to long-term financing for developers and governments alike.

“Africa’s infrastructure needs cannot be met by capital alone; they require innovation, trusted institutions and execution guided by Africans,” said Alain Ebobisse, CEO of Africa50, at the signing ceremony.

“This partnership represents a major step in creating financing instruments that align with regional goals and attract local investors.”

Echoing this vision, BRVM CEO Edoh Kossi Amenounve emphasized the importance of deepening the role of African financial markets.

“The time has come for African capital markets to play a decisive role in financing the continent’s infrastructure transformation,” he said.

Headquartered in Côte d’Ivoire, BRVM serves as the regional stock exchange for the eight WAEMU countries.

Africa50, established by African governments and the African Development Bank, focuses on mobilizing both public and private capital to close Africa’s infrastructure gap.

By bringing capital markets closer to infrastructure development, the agreement signals a shift in how West Africa plans to fund its economic future, through homegrown investment solutions and stronger regional cooperation.
