Morocco has defended its border management policies following last week’s mass migration into Spain’s North African enclave of Ceuta, arguing that Spanish authorities should have anticipated the consequences of a court ruling that weakened measures aimed at deterring irregular migration.
According to Reuters, a senior Moroccan government official said the surge in crossings followed a Spanish court decision that limited the immediate return of migrants arriving by sea, making it easier for trafficking networks to encourage illegal crossings.
The comments mark Morocco’s first official briefing since the migration crisis unfolded and come amid growing scrutiny of border management between the two neighbouring countries.

According to Reuters, Spain estimates that approximately 69,500 migrants have since returned from Ceuta to Morocco, while Moroccan authorities said around 40,000 people crossed into the Spanish enclave during the incident.
Reuters reported that the death toll from the crisis stands at 72 on the Spanish side of the border and 11 on the Moroccan side.
During the briefing, the Moroccan official rejected accusations that Rabat had relaxed border controls before the crossings, insisting that the country had maintained its security deployments and migration control measures.
According to Reuters, Morocco deploys around 24,000 security personnel along its northern coast as part of its migration prevention strategy, which combines border surveillance with the rapid return of migrants who enter Spanish territory illegally.
The official argued that the Spanish court ruling, issued on July 8, was quickly exploited by human trafficking networks, weakening the deterrent effect that had previously discouraged irregular migration.
Reuters also reported that Morocco prevented approximately 79,000 attempted illegal crossings in 2024 and another 74,000 attempts last year.
The official described cooperation between Morocco and Spain on border management as “exemplary” before the recent legal ruling and said Spain would need to restore effective deterrence measures.
