The Liberian government and the Arab Bank for Economic Development in Africa (BADEA) have signed a $30 million financing agreement aimed at modernizing the Salayea–Konia road in Lofa County.
The project is expected to reduce travel time and stimulate economic activity, with authorities anticipating positive impacts on agriculture and trade in northern Liberia.
According to Ecofin Agency, the agreement was signed on January 26, 2026, and includes a $700,000 grant specifically allocated for improving healthcare service delivery along the Gbarnga–Voinjama road corridor, a key route serving multiple northern communities.
Health Minister Dr. Louise Mapleh Kpoto emphasized the link between infrastructure and health outcomes, stating, “This initiative highlights the fact that roads and health are closely linked. When roads improve, access to healthcare improves; and when clinics are strengthened, lives are saved.”

The financing follows a visit by BADEA officials on January 23, during which discussions focused on additional financing opportunities across sectors including energy and water.
Liberia continues to face significant road infrastructure challenges, with more than 88% of the national road network remaining unpaved, according to the 2025–2029 national development plan, titled Arrest Agenda for Inclusive Development.
The plan identifies infrastructure as critical for inclusive economic growth and improved livelihoods, with the government seeking to narrow infrastructure gaps through public and private investment.
The country is already engaging private partners in infrastructure projects, including the construction of two interchanges in Congo Town. In November 2025, authorities reviewed a $365 million concession project to build and operate five road corridors totaling 255 kilometers over five years.
