Congo Nears Final Approval of National Digital Strategy 2030

The Republic of Congo is nearing the adoption of its Digital Strategy 2030, a comprehensive roadmap aimed at accelerating the nation’s digital transformation.

Léon Juste Ibombo, Minister of Posts, Telecommunications, and the Digital Economy, announced on Monday, October 13, that the document, developed with financial support from the World Bank, is currently under review by the government’s general secretariat before being submitted to the Head of State for final approval by decree.

As per Ecofin Agency, the new strategy outlines major goals for the coming decade, including the digitalization of public services, expansion of connectivity, development of digital skills among youth, enhancement of cybersecurity, advancement of artificial intelligence, and the reinforcement of digital sovereignty.

It builds upon the foundations of the Congo Digital 2025 strategy, placing universal access to digital services at the center of national development efforts.

The earlier Congo Digital 2025 strategy recorded measurable progress, with the number of internet users rising from approximately 1.53 million in 2020 to 2.46 million in early 2025, representing an estimated 38.4% internet penetration rate, according to DataReportal.

During this period, the country also launched its 5G deployment, advanced the construction of a national data center, and digitized several public services, setting a solid foundation for the upcoming 2030 plan.

Despite these achievements, persistent structural challenges continue to hinder broader digital growth.

The Republic of Congo currently ranks 166th globally in the United Nations E-Government Development Index, down from 161st in 2022, with a score of 0.3391 out of 1.

The EGDI evaluates progress in digital public services, telecommunications infrastructure, and human capital. Additionally, the country scored 49.6 out of 100 on the ICT Development Index, remaining below the African average of 56, indicating partial progress in digital infrastructure and adoption.

The Digital Strategy 2030 aims to address these gaps by translating national ambitions into actionable priorities.

It seeks to accelerate nationwide 4G and 5G coverage, expand the fiber optic backbone, and intensify the digitalization of key public and administrative services.

The plan also highlights the importance of training both young people and civil servants in digital skills, creating a strong local talent base to drive and sustain Congo’s digital transformation.
