The African Development Bank Group (AfDB) and the International Institute of Tropical Agriculture (IITA) signed a $16.61 million grant agreement on February 18, 2026, in Abuja to launch the third phase of the Technologies for African Agricultural Transformation (TAAT-III) program.
This phase aims to scale climate-resilient food production across 37 low-income and vulnerable African countries.
The funding supports the institutionalization of the TAAT model within the CGIAR system and fosters regional cooperation between private sector actors and Regional Economic Communities.
Key technical objectives include strengthening seed delivery systems, building the capacity of meteorological institutions to provide early warning data, and expanding digital technology e-catalogues.
These efforts align with the AfDB’s Dakar 2 vision for food sovereignty and its “Four Cardinal Points” strategic framework.
IITA serves as the lead executing agency, coordinating with various research centers to move science-based solutions from pilot phases into sustainable market use.
Previous phases of the TAAT program have already influenced climate-resilient farming practices across 35 million hectares of land.

The third phase focuses on reducing Africa’s reliance on food imports by integrating weather forecasts into agricultural planning and modernizing extension services for smallholder farmers.
