Togo Launches ‘Administrative Conferences’ to Improve Coordination of Local State Services

Togo is taking a new step in local governance with the planned introduction of “administrative conferences” to better coordinate public policy implementation.

Led by the Ministry of Territorial Administration, Local Governance and Customary Affairs, the initiative will first be piloted in the Kara region.

The project was the main topic of a meeting held in late February in Lomé, according to Ecofin Agency.

The administrative conferences are designed to be gradually expanded across all regions of the country. They will provide a formal framework for coordinating decentralized state services, serving as a platform for consultation, planning, and monitoring policy implementation at both regional and prefectural levels.

According to the Ministry of Territorial Administration, the goal is to ensure consistency across government sectors, establish systematic reporting from local levels to the central administration, and strengthen oversight of policy execution.

“They must allow the State to speak with one voice and act in a coordinated manner throughout the territory,” said Minister Hodabalo Awaté.

The minister added that the administrative conferences should become “a tool for preventing administrative breakdowns, an early warning mechanism, and a space for information sharing,” while also making government action more visible to the public.

The initiative follows two years after Togo advanced its decentralization process by establishing governorates in most economic regions, except for the Centrale region.

Authorities say it is part of a broader, gradual transformation of the country’s territorial governance structure.
